After investigating the issue, we have discovered that the latest version of VIVE Business Streaming(from 2.1.5 on beyond) has an incompatibility with an OpenXR feature in Unity related to HandTracking, called Hand Interaction Poses.
This extension defines four commonly used action poses for all user hand interaction profiles, including both hand tracking devices and motion controller devices.
In VIROO, none of the features of this extension are used, so it can be disabled.
To resolve the issue, you need to go to Unity, navigate to Project Settings > XR Plugin Management > OpenXR, and within OpenXR Feature Groups, uncheck the Hand Interaction Poses feature and republish.
