The error mentions that a .dll from the equipment is corrupted and that the SteamVR .exe can't be launched as a result.
To solve this issue, you need to reinstall the DirectX library, which will reinstall all the affected .dll.
- Go to the next link and install the DirectX End-User Runtime Installer: Download DirectX End-User Runtime Web Installer from Official Microsoft Download Center.
- Install the executable inside the PC that has the SteamVR error( be aware that the installer will ask for admin permissions).
- Uncheck the Install Bing bar option.
- Finish the installation and open SteamVR app again.
